I have the latest MacBook Air and I was set to receive beta software updates. Every time I set it to not download betas, it resets itself and downloads them. I change it, lock the changes, but as soon as a beta comes out, it has reset back to receiving them.

Short of reinstalling, what can I do?

Running Sierra 10.12.5

Have you tried the following terminal commands ?

 sudo softwareupdate --clear-catalog

And maybe remove appstore preference file

Code:
rm $HOME/Library/Preferences/com.apple.appstore.plist

And then reboot ?
