2010 Mac Pro getting this error. Can't load into internet recovery(using wifi). Anyone have a way to solve this without a bootable USB drive?

So how did you get to this screen? What was the source of the installer?
What's the current installed OS, or did you erase the HD?
Have you ever been able to use Internet Recovery? Macs produced in 2010 required an EFI update in order to use Internet Recovery - did you do anything that might have rolled-back your EFI?

I have a 2008 iMac my kid uses when visiting - its EFI can't be updated to support Internet Recovery, so to get into Utilities (Recovery) I need either a Snow Leopard DVD and working DVD player (and the internal DVD is kaput) or a bootable USB drive.

To clarify, I just bought this Mac off of eBay and it booted straight to the screen with the 4 options(disk utility, reinstall OSX, safari, time machine restore) and upon clicking on reinstall MacOS it gives me this error.

Internet Recovery is not supported with Mac Pros before late-2013 Mac Pro. Your Mac Pro don't have Internet Recovery, you have to download macOS installers from Apple and use createinstallmedia USB installers.

Btw, you have to backdate your system clock to install ElCapitan, signing certificates expired October 24 2019.

Do you have a guide to backdate the clock?
