I spoke with a colleague from the accounting team and it would appear that your account was disabled because the card holder whose card was used to purchase iTunes Gift Certificates that were recently redeemed to your account has refuted the charges with their credit card company.
The buyer will need to contact his or her credit card company to discuss the disputed purchase.
Since this account has had significant fraudulent behavior, our policy is to not re-enable it. However, you will still be able to play all of the items that were purchased with it. If you want to make future purchases from the iTunes Store, you will need to create a new account.
Apple recognizes that no one is better qualified to provide feedback about iTunes than the people who use it.

I need to redownload apps.
I bought a 100USD card and have used merely half of it!.
My main concern is to reinstate the account, I need my apps back!!
Any help?
