I have a 2019 15 Macbook Pro and I went into recovery and erased the partition. Now everytime I boot into recovery I get the spinning globe and it asks for my wifi. I connect and it starts downloading then also quits and gives an exclamation point error

You're saying that you can't get "a good boot" into INTERNET recovery?
(Command-OPTION-R at boot)

During internet recovery, does it ask for your wifi password?

Do you by any chance have a USB ethernet adapter you could use (instead of wifi)?

Do you have a brick n mortar Apple Store anywhere nearby?
 
It does ask for my wifi and I connect with no issues and it will start downloading and eventually just give an error. I do have a Mac store but my warranty expired on October 9. I have tried commanr r and command option r with same results, I don't have the ethernet adapter
 
If it's a problem that can be corrected without replacing hardware, the Apple Store will probably offer to do it for free.

If you are "stuck and getting nowhere", that's the logical next step.
