When I try and save photos on the iPad from emails, websites, etc, they don't save. Any ideas?
 
How are you trying to save them? Holding down finger on it and selecting 'Save'? If so, then go to Photos, click Albums, then go to Saved Photos, that's where it should be.
 
Make sure you are under the "Albums" tab to see the Saved Photos group. If you still don't see them, I haven't a clue what is wrong.
 
There's no saved photos directory in the first place. (I know what/where to look)
 
A Saved Photos album is created only when you save a photo.

Uh....in case you missed my other comments, I go and attempt to save a photo (press and hold in an email, website etc) it prompts to save the photo, I click the button, it gives every indication it saved, but when I go into the photos app, go to albums, there is no 'saved photos' album, and thus my picture is not there.

Okay. I wasn't quite sure you had actually cllicked the "save photo" button or not. But this sounds very bizzare. Unfortunately, only thing I can think to suggest is to restore and set up as new. :(
 
It's saved to the directory called 'Camera Roll' it's the first one and is the same one photos you take with the camera go to.
