iPad mini Can't seem to get Group FaceTime Video to work?

I've tried it with Family but so far, only get audio and their contact image, no video. Ironically I can get person's video but not others?

iOS 12.3 for all?

Can get them all Individual FaceTime Video?

Any suggestions?

Just puzzled why it hasn't worked with family. They are all on 12.2 and I have the new iPad Mini.
