Can't send pics or attachments using Messages.app on my Mac Pro in Mojave.

Messages cannot send or receive pics or pdfs or txt or anything to others since upgrading to Mojave. Just says Downloading on their end but never does.
I've logged out and back in. Nothing.

This is what they see
