Since updating to 11, I've noticed that I no longer get news notifications from my New York Times or Washington Post apps, though oddly I get notifications from Apple News all the time now, which I don't recall opting in for (so I just wrote it off as a default). When I go into the Notifications settings, the Times and Post apps are no longer even listed as options to turn on notifications for.

Is this a bug? Or is Apple now blocking news notifications for apps that aren't Apple News??

This happened to me in beta with a few apps (Instagram, PayPal etc).

To fix, I had to delete and reinstall the apps in order for them to show up in Notifications.

Bleh. Deleted/reinstalled the New York Times app and The Washington Post app. Rebooted the phone. No dice. They do not show up as options in the Notifications in Settings. Not sure what to try next.

Edit SOLVED: When I went into the apps themselves, I got the "Allow New York Times app to Send you Notifications" popup window and when I approved, it then showed up in the Notifications Settings. Same for Wash Post.

I have both of those news apps. I was getting notifications from them individually as well as from the Apple News app where I have them listed as favorites. So I turned off the notifications for each of the apps so that I don’t get duplicates of all of them. They both have settings in the apps themselves to allow notifications. You might look there to see if you can turn them on.

If not then deleting and re-installing would be a good idea.

I just solved this by doing just that. Thank you.
