Can’t set up new phone

I'm trying to set up a new phone for my son. It messed up when updating to the new iOS and now when I swipe up on the hello screen, it flickers the “ enter passcode” screen and then goes right back to the hello screen. I attached a video to show exactly what it’s doing. If you guys have any help. It’d be great.

So I tried the recovery method and it didn’t work, and the instructions say for an iPhone 16, but this is a 13. Will it still work?

First link will work on the 13, step #4. Second link is new starting with 16.

Unfortunately it doesn’t. I can’t get it to go into rocket very mode that way.

Are you force restarting with this method

If iPhone isn’t responding, try forcing it to restart.

May also need to follow the link about it being frozen

Yeah, does the same thing when I do a force restart.

Are you doing a force restarting while connected to iTunes. What is happening when you try

It does the exact same thing it did in the video when I restarted it.
