I purchased an iPad from my school and have been using it for my senior year. I will be enrolled in college this fall and I want to erase it and use my personal Apple ID on it. I signed out of icloud and settings, then went to general>reset>erase all content and settings and allowed it to clear. When it rebooted, I started to setup the iPad like a new one but got to a step where it wants me to login to my school account.

The screen is called "Configuration" and it states, "XXX Schools will automatically configure your iPad."

If I cleared the settings, how would it have any programmed info about my school account? The whole point of clearing it is to enter my personal Apple ID and use it without the school's oversight.
 
I was hoping that wouldn't be the case since the IT group is not there in the summer. I basically have a paper weight until that can happen :(

Is this MDM or DEP both of which I read about via googling this problem.

It's most likely both of those. IT people who work for schools are there in the summer to get ready for fall.
