iPhone 8/Plus Can't sync song to iPhone 8

I added a song to my iTunes Library.

No matter how many times I press sync or manually drag the song to my iphone, it won't transfer to my phone.

It shows up when I plug my phone in to my computer and I see the files on my computer but the file is not on my iPhone.

What can I do? What have I possibly done to cause this?

Have you accidentally cut iCloud Music Library on in Settings>Music?

I've gone to settings>music and there isn't an option for icloud there?

Yes, that was off. I'm pretty sure I turned that off after this issue started though.

Have you tried restarting both your Mac and you iPhone?

Also make sure you don't have iCloud Music Library cut on on your Mac (in iTunes).
