Can't turn Cellular Data on Apple Music

Since Updating to IOS 9, I have not been able to turn on Apple Music cellular data for it. I toggle the data usage setting on my settings to activate it but it turns off after leaving the cellular setting page automatically. Is there something with iOS 9 or my cellular carrier, ATT, that is not allowing to listening to my apple music with my cellular data?

Has this occurred after updating to iOS 9 or before?

I am convinced Ios 9 created this problem for me. But not for sure.
