I used Activator to enable/disable LTE when WiFi disconnected. I would occasionally turn off LTE manually, but then it'd turn back on… I thought it had something to do with the fact that the Activator control worked by enabling or disabling LTE.

I was getting tired of it, so I removed Activator. This hasn't solved the problem. Every time I disable LTE—regardless if it's from CCSettings or directly in Settings—it never works.

I tried using iCleaner to clean up any remaining files (I assume it can do this) to no avail. So I'm at a loss. Anyone have any clue what I should do? Restoring is a last resort. Thanks in advance!

Reinstall Activator. Reset to defaults (in Activator). Check the assignments to make sure everything is clear. Uninstall Activator, use iCleaner again.

Should be good after that.

It didn't work. This is so strange. I guess restoration is the only option. Is it possible to do so without updating to 7.1?
 
I had this issue make sure you didn't toggle it off with activator that as my issue
