iPhone Can't turn off closed captions

Running iOS 10.3.3. Video apps (CNN, HBO, CW etc.) have closed captions on, even when turned off, and turning them on (for most apps) turns off the sustem CC system in addition to the app ones (so I have two sets).

They are turned off in settings, tried rebooting, just updated to latest iOS release. Any help? Suuuper annoying.

I am curious why you cannot turn off caption on these apps.

My other devices don't have the issue. Seems to be the phone.
