I have encountered a really nasty bug in iPadOS 13.2.3 that I can’t seem to recover from. I can’t deactivate dark mode.

In control centre the icon correctly animates and tells me dark mode has been disabled, although it has not. In settings if I select manual dark mode and then tap on the ’Light‘ option the wallpaper icon flashes but the radio button does not activate and the iPad remains in dark mode.

I have tried restarting many times and it has not fixed it. Does anyone have an idea how I might fix this?

That's not dark mode, that's inverted colors. Look in Settings/Accessibility/Display & Text Size to see if you have either "Smart Invert" or "Classic Invert" enabled.

You’re 100% correct. Nice job. I must have activated by accident when taking a screenshot. The fact you can’t disable dark mode from settings with invert enabled threw me.
 
Ah. So I see this was a bug that has been fixed in 13.3.

- Fixes an issue that prevented turning off Dark Mode when Smart Invert was enabled
