Can't update Carrier file from 5.0

Hi,

I have a jailbroken and unlocked iphone 3G and I have downloaded the Att v5.5 ipcc several times from different places. iTunes even says it has updated the file on my iPhone and I have restarted it after every attempt but my phone still shows 5.0 in settings > general > about. I'm trying to install via the Option + Check For Updates because when I plugged my phone in it never suggested that there was an update.

Is there a way to manually install the new .ipcc?
