Can’t update to Big Sur 11.2

Big Sur 11.2 appears to download fine but it gets hung on the preparing to install. Stuck on 15 minutes and it doesn’t move.

I fixed it...........I think...

downloaded the full version from the app store...took 3 minutes to download and now its installing....

what could be causing this issue for so many people?

The update can take a considerable amount of time on BigSur.
I have seen Big Sur stop responding during an install. I give it an hour or so, then just shut my Mac off, boot back up and wait some more for the install to finish. That second time usually does the trick.
Updates are just slow - you get to be patient.
I updated today to the 11.3 beta, and the update install took nearly an hour.
