iPod Can't Upload Songs To iPod Shuffle

I cannot upload songs to my iPod Shuffle using the iTunes(macOS High Sierra v.10.13.6).

You'll need to explain further what problem you're having. Does the iPod not show up in iTunes at all, or does it just refuse to allow transfer?

Which generation is it?

The latest. I think it's gen 4, but not sure.

This is an image of the last three Shuffles, the 2nd gen is on the left and the 4th gen is on the right. The 4th gen also has the black clickwheel.

If you have a 2nd gen, there is a really handy reset utility that seems to fix most problems, but the 4th gen is unsupported by it.

Have you tried connecting it to another computer to see if it works there?

I plugged my iPod Shuffle to another USB port. It showed up in iTunes.
