Hello,
I have upgraded my iMac 21 to Sierra.
Today I have noticed that my Caps-lock keyboard is not functioning any more.
I have looked at my Keyboard control panel but couldn’t figure out how I can configure it to overcome the issue.
Any idea and explanations as what to do

Check you keyboard setting, or hold 2 seconds to enable / disable it.

Deselect the 2nd option will make it back to "Normal".

I have to hold Caps on my MacBook Air for maybe half a sec to enable/disable it. I find this clever because so you don't enable it accidentally.

I have selected where you indicated me and the Caps Lock is alives.
I think as you that Apple did wellby offering this change.
