Hi,

I've got a reletively old iPod car charger, can I use it to charge my new iPad?

Doubtful.

None of my older car chargers worked.

I ended up getting this USB car charger. I actually charged two iPads and two DSi's with it. They all charged slowly, but they did increase their battery meters.

I have a Pioneer AVIC-D3 in my dashboard with an iPod hookup in the center glovebox, when I plug in the iPad it says it isn't charging but it is. In an hour drive the battery meter goes up almost 20%.
 
I have used a generic car charger that I bought for my 3GS iPhone to charge my 3G iPad. It charges slowly but it does charge even while being used.

When used with a GPS app it will slow the rate that the iPad discharges but will not actually charge it.

I'd say that it depends on the type of charger used.
