Car Charger Issue

Bought a cheap-o car charger on eBay, figured if it worked, great; if it didn't, no big deal, I would sacrifice the $5.

It charges, and after about 10 minutes, the iPhone displayed the "full charge" logo. When I unplugged it, the battery was just as it was when I plugged it in (about half full).

Should I continue using the charger? Anyone had anything like this?

Somethings obviously not right, I would chuck it and invest in one from a good source, griffen, belkin etc
