Good morning everyone! I’m here to see if anyone else had an issue such as this.

I’m trying to add a card to Apple Pay (one this card causes an issue), but it seems as though there is an error where the card is on a different device, but I only have one device for Apple Pay. I have verified that no other device is using this card and it is not associated with my account anymore. I will attach a screenshot of this error message.

My luck with customer service at apple, capital one, and visa is to also no avail as I am bouncing around tech support reps and getting mixed results on anything. If anyone can help that would be greatly appreciated! :)

Is the card shared with a family member? Is it used in Family Sharing and maybe used on Apple Pay for another family member?

I share a Capital One card with my wife, but they issued cards with two different numbers to our account, so I have not run into this issue.

No family sharing here, just one card number on one device using Apple Pay.

If you search for your error, you will find a few posts about that.
I noted that a couple say something about having a separate "profile" created when you do a full restore of your iOS device (like your iPhone). Is it possible that you have done an erase and restore of your iPhone, while your card was also registered to that device? Maybe what is happening then, is that each profile appears (within the Apple Pay system) to be a separate device. One actual device, but multiple restore profiles shows up in Apple Pay system as multiple devices, even though there's only one real device. Not sure what the limit of devices that your card can be registered to Apple Pay, but maybe you have that problem since you last restored your iPhone? (Restored 6 times, now Apple Pay thinks you have 6 devices)
If you think that is possible (too many full restores), that may give you a fact that you can give to Apple Pay tech support (who are probably the only place to fix this)

The thing is that I have done multiple restores and sign-outs from iCloud before with the same card attached and it didn’t give me an error when adding the card. I was also told by an Apple Pay tech that there are no previous devices or cards registered to my Apple Pay.

OK
Capital One card, right?
What does Capital One support tell you when you ask how many devices are registered with that card?

They told me that there are no registered devices to that card, and no tokens are associated with the Apple Pay on my device. Essentially, I have a clean slate.

Then, back to Apple Pay support for you...
It's Apple's system which is incorrectly reporting that you have other registered devices.

How many other cards do you have registered to Apple Pay?
If the Capital One is your ONLY card that you want to use in Apple Pay, then I would ask Apple to reset your Apple Pay setup, so nothing is registered. Set up Apple Pay from zero. (Ask for a supervisor if you don't have a good answer)

If the Capital One card STILL is not accepted, and STILL displays that Card Device Limit - then it must be on Capital One.
Call them, (ask for a supervisor if you don't get a good answer ) or maybe ask for a reissued card (new card number). That's probably your solution - but also seems a bit drastic to me --- so, there's always the OTHER choice: Forget about Apple Pay - or choose a different card to use.

I think maybe the reset option is the best one if that is possible, since I only use one card with Apple Pay and there are currently no other cards attached to it. Getting a number change won’t be too big of a hassle, but it is a pain anyway so I may have to stay away from that.

Thank you very much for your time and answers! I look forward to hopefully having a resolution soon! :D

I had this issue, called Apple and called Chase, Chase was horrible transferred me 4 times at the end they explained that the reason why this happens is because the card get mark for fraud detection. So when you call speak to the fraud department after you clear with them, report your card lost and get a new card then issue will be fix. This was the only way to fix it and I had to suggest this solution to them because they where not doing anything about it. I basically spoke to four robots at chase that kept repeating the same thing and transferred me with no communication between them, very frustrating.
hope this helps

Just an update on the Apple Watch 9 I picked up this morning... My watch 4 died the black screen of death 6 weeks ago, so I waited for the 9 to be released, and immediately had this problem with my Amex card, but not my Visa card.
The extremely helpful agent at Amex online helped to remove the card from the old watch registration, and I was able to add it to the new watch in seconds....
Now waiting for 10.0.1 to be 'prepared'.... and it has been at least 10 mins... but at least I have a new watch :)
