It's known already that iCloud is completely blistered in the the 7th beta of Catalina. I've investigated this a bit since I use iCloud Drive a lot. I found that the following steps will fix the problem, and will allow all of the iCloud Drive to sync. It's important to note that you try this at your own risk; but I can confirm that it worked for me.
1. Disable iCloud Drive in System Preferences.
2. If you created ANY document or file between the time you installed beta 7, you have to delete it. Go to iCloud.com, back up the file to your Mac and delete it from your drive. If you don't, then the folder the file is in will not sync. You can re-upload the file later.
3. Enter the following command into the terminal: find ~/Library/Mobile\ Documents/*/Documents -type l -maxdepth 0 -exec rm '{}' ';'. It's important to note that the terminal will state that new such file or directory exists (because you disabled iCloud Drive, and as a result, deleted the folder). However, this is a necessary step. No, this is not a harmful command, or will cause harm. It works. I'm not an a**hole that would do something like that.
4. Restart the Mac.
5. Re-enable iCloud Drive. Your drive will be empty at first, but it will eventually sync everything. It took no more than ten minutes for me with a 53GB drive.
Make sure everything is there. You may have to do this twice, especially if you did create a new pages, numbers, keynote, etc document since the issue began for you. For instance I created a new Pages document a day ago and everything but Pages synced after completing the above steps. So I had to do the steps again after deleting the pages document from iCloud.com.
