This is strange. In System Preferences, Software Update.......it shows Catalina. UPGRADE NOW.

I click that. It downloads 8.09GB, then goes back to the UPGRADE NOW screen.

I have done this 5 times!!!

How do you do an actual UPGRADE?

They are incompatible .plists, security settings etc. brought over by Migration Assistant. You can delete them.

Check Launchpad for an “Install macOS Catalina” app.
