Am I the only one who expected Catalyst apps to be fully cross-platform meaning you buy them once and can use them on all devices? Basically expanding the universal apps we already have for iPhone and iPad.

I didn't have this expectation, it was a tool being "sold" to developers to help them make more money. It reduces the amount or work in making a iOS app work on macOS.
I expected this to be the first step towards this. The way they advertised it in the keynote, it sounded like all the additional work for devs would be ticking a box in xcode. Judging from the article on macrumors, this doesn't seem to be the case, though.

It's pretty ridiculous to be honest. I don't know if it's the developers fault or if the catalyst program itself is in a pre-alpha state, but I would not pay for any of this right now.
