When I'm on WiFi, I receive iMessages/notifications/everythingelse just fine. But when I am using my cellular data, nothing comes through and all of my messages are being sent/received as texts. Anyone else?

Yup, I found it's a recurring bug in the iOS 9 beta, if you reset your network settings it works. I found it seems to break your cellular data when you connect to a wifi network. Already reported that bug you should too!
