So I have an iPhone 4S and in the previous iOS I turned most of my apps off when it came to cellular data. Since I upgraded to iOS 9 I have not been able to turn my apps ON with cellular data. Even when I turn them ON and try to use the apps they revert to OFF mode. Is anyone else affected by this? Any help would be great.

Yep, I've got an iPhone 6 and I have the same problem. I called tech support today and they said it's a bug that they have yet to fix, and that I should try restoring from an iTunes backup, but if that fails I have to wait for a patch or an update to fix my iBrick.

Same problem with my wife's iP5S and no resolution :(

so they update the iOS and still no solution for this?!
Of course not....Apple figured we all are accustomed to not having a working device that one day we will stop complain ning so they can finally sleep at their desks in peace. You know....;)
