When I set up my computer, I originally set it up (fresh install) with the keyboard layout set to Colemak. Eventually I started sharing my laptop with a couple family members and created accounts for them, but surprise surprise! They don't type with Colemak (or Colemak Mod-DH which I switched over to now). Right now the user can have their own keyboard layout (QWERTY) but the problem I am facing is the login screens are always in Colemak and I cannot find where that setting is, only for the user I am logged into. Because of that, I typically have to login for them. How do I set the system-wide keyboard to be QWERTY?

System Preferences > Keyboard > Input Sources

You can tap + to add new layouts.
