No, the 5.11.xx baseband is the baseband in official Apple firmware since version 3.1, I believe (I think 3.0 and 3.0.1 still had 4.26.xx baseband)It has noting to do with what country you live in or where the phone was purchased.
If you have official Apple 3.1 or 3.1.2 firmware on your phone installed/upgraded thru iTunes, you already have that baseband.
If you used Pwnage Tool to upgrade your firmware, you would likely have 4.26.xx.
Go to Settings/general/about then all the way down to Modem Firmware to see which baseband you have.
okay so now im confused, i thought the reason why the baseband was different for all the different countries, and thats why i cant buy a phone in the USA and use it south africa.
Soi bought a 3G in SA for the equivilent of $1700± and the baseband is 4.something then i got a phone in new zealand which worked in SA without having to jailbreak it with 5.11 on it, so i assumed that it was the baseband that determins if u can use it in specific countries......and the only reason why my baseband was 4.11 on the 3G was because i ultrasnowed it.
could someone explain it to me?

Boy are you screwed up on this. I already told you, the baseband is determined by the firmware on the phone. Every Apple iPhone in the whole world uses the same firmware thus the same basebands according to the firmware version on the phone.
The firmware on the phone when it is purchased is determined by when the phone was manufactured, when it is purchased, how old is the phone, how long did the merchant have it on his shelf, how many units does the merchant sell.
iPhones are either locked or unlocked. The phone can be factory unlocked (but not in the US) or software unlocked (Ultrasn0w or Blacksn0w). Factory unlock is done in some countries and done via iTunes. In order to be software unlocked, it must be jailbroken first, then unlocked.
Once a phone is unlocked, it can use any GSM chip from any carrier in the world.
Sounds like you need to fire up Google and do some reading.
