Changing new MBA wallpaper- is this a Sonoma bug?

If I go go a folder of photos in finder, either in my iCloud folder, or Google Drive, or wherever, and right click on the option that says “set as Desktop Picture,” instead of getting that photo, I get the default Sonoma background.

Yet if I drag photo onto desktop, THEN right click on “set as Desktop Picture,” it works. Why is this?
