So I have about 500 songs in my iTunes library (already there no CDs or anything) is there any way I can change the bit rate to a higher rate, like 200+ kbps?

If they're bought from the iTunes store, you can re-download them as iTunes Plus files.

If they're ripped from a CD, you can re-rip the CD.

If all you've got are the files, you can't do anything. You can't re-construct bits that aren't there. Encoding a 128kbps file as a 256kbps file just gives you a larger file which sounds worse.
 
there is no point in re-encoding them to a higher bit rate without a lossless source - ie the original discs because you will not gain back any quality from the compressed version.
