Not enough information.

1. What was the value before the change?

1a. Why do you want to change the default?

2. How did you change the value?

3. You say it doesn't work, but you don't say how it fails.

How did you get it working ?

Basically, i'm using my phone data to mask the hotspot thetering. Previously on Big Sur it can simply be done by changing the ttl to 65 and turned off the ipv6. On Monterey, this 'tweak' seems not able to mask the thetering, my data is being deducted. In the end, i tried installing cloudflare and use the vpn, and it worked.
