Changing Video Poster Frame in photos app

I can't find it in photos app. No longer is the gear icon there. Did this change for Big Sur or Catalina with the Catalyst re-write?

Or is it missing for everyone else?
 
Photos is not a Catalyst app. But I don't see it either. Send a Feedback 🤷‍♂️
