Charge battery when off?

If the iPhone is off, and I plug it in to the wall charger, it turns on.

Does the battery still charge if I turn the phone back off?

I tried turning it off, but there was no indication of the battery charging.

Yes, it charges when off. Did it over the weekend a few times.

I assume it needs to be on to charge. Perhaps it needs to be booted to monitor the battery status so not to burst into flames.
