I think it largely depends on if the monitor offers such a function, but that’s only me guessing.

Depends on the screen - it charged fine when connected via USB-C to my Dell screen

Or if you have a dock that charges through the USB-C port. I have a Caldigit SOHO USB-C dock that charges my 2020 iPad Pro via USB-C while displaying on a 4K screen though HDMI or DisplayPort.

Yes, it’s possible.

When searching for a particular monitor… look for USB-C capable ones. I currently have my iPad connected to an external monitor via USB-C using Stage Manager, which it charges the iPad as well. I have a laptop stand where I place my iPad+Magic Keyboard on.

If you have the Magic Keyboard you’re all set—output to the monitor via the iPad’s usb port and charge via the other usb port on the keyboard. Otherwise you’ll need a hub or something similar. I just purchased the Anker 7-in-1 and it’s working well so far.

Quick tip: If you go with one of these options but have problems with the display or charging, swap out some different cables and power bricks. I had to use a different brick and a different cable with the Anker hub. iPad and MKB combo was more forgiving. Good luck!
