Samsung Note 4 Adaptive Fast Charger (not regular charger)
Input: 100-240v~50-60hz 0.5A
Output: 9.0v---1.67A or 5.0---2.0A

Motorola Boom Bluetooth HX600 Charger
Input: 100-240v~50-60hz 0.15A
Output: 5.0v---500mA

My question is, can i use the note 4 fast charger to charge my Motorola Boom Bluetooth without without any harm to Bluetooth?

The device/battery dictates the charge rate, up to the max the charger provides. The rate is negotiated when the device is plugged in. You SHOULD be OK.
