Using the 61 watt USB-C charger that came with my MacBook Pro, and an Apple branded USB-C to lightning cable, my iPad charges at 15v at 1 amp, or roughly 15 watts. Is that the specs for a fast charge, or is there it just not happening for me? I get the same speeds with two different cables.

Has anyone else used a USB-C meter to detect the charging speeds on an iPad Pro?

You’ll need the 29w charger to charge the iPad Pro at max speed.

For the 10.5 and 12.9" iPads: the 29W Apple charger provides the full "Fast charge" of 2A x 14.5V, whereas the 61W/87W Apple chargers can only support 18W (2A x 9V) power delivery.

Are you saying the 61W charger only supports 9V?

I was a sucker and went out and got the 29w USB-C charger for mine last year. It’s really great in that it cuts my charge time down by half, but then I read all these articles about how fast charging wears your battery out faster in the long run, so now I only use it when I ABSOLUTELY need it. If it’s an overnight charge or a charge between when I’m done using it for work during the day and need it for fun stuff that night, I use the regular charger.
