Is it safe to charge an older iPad (like 2017 5th generation) with the latest 20W USB-C Power Adapter? I think I read the older iPads know to draw the appropriate amount (12W), but wanted to confirm from users of no adverse affects (short or long term).

Yes, it's always safe. And as long as you use the Apple charger, it will take the maximum speed that the device can take from that charger (ex. old lighting iPads wil draw 12w, newer lightning one like the mini 5 will draw 18 and pro iPads except the 9.7 pro will draw 20, and even 30 with the more powerful Mac charges)
