The below three apps are still available in the App Store but decided to remove the offline feature for some reason.

I just updated the list again with all the latest options.

Aside of these you do see apps in the App Store now and again which uses YouTube or SoundCloud API and also have an offline feature which isn't allowed for third party apps. For that you need to have subscription with either Soundcloud or YouTube.
 
MusicSense supports again the offline feature so I updated my start post again. They just updated their iOS app this week. Tracks that you mark as favorite and add to a playlist you can listen offline. I did notice I had to remove my existing playlist though and create new playlists/favorites to get them offline/cached.
 
I just updated the start post a bit again to reflect todays status of all these music services. Let me know if you know other (legal) offline music apps in the App Store.

I'm thinking of creating another list here with free music services, however without offline mode but not sure if people are interested in that? I did post a similar list before on my private blog.
