CA Tax is no less than 7.25%, and varies by city on top of county. You can look up the rate for where you will be here.

The Amazon rebate form states:
You must be a legal U.S. resident, 18 years or older.
and it generally takes 8-10 weeks to get that, so they'd really have to be here a while.
They might be able to take advantage of that offer if he gets a US Resident to order it for him and submit the rebate, and then take posession of it when he gets here in March.
dollystereo, unless you are looking for latest PB, you might find a good deal at CompUSA or buying a refurb direct from Apple.
