Is the mobo dead?

No, the chime occurs after the Power-On-Self-Test has passed. So the mobo isn't completely dead, although there could be a problem with the onboard video.

In any case, it sounds like a video problem, I'd check the monitor and cable connections first, and test the monitor on another computer if you have one.

If it's a hard drive model, do you hear the hard drive booting up the OS?

Can hear chime
Can hear hard drive spin
Do not hear fan
Do not see output on monitor
Do not see front light

Could bad RAM or battery cause this?
