Choppy Video on OS apps...?

Ive seen a few threads on this with no real resolution... Ive tried it all, including clear SMC and PRAM.

Safari video play back and FaceTime freezes after 3-5 secs but if you wiggle the mouse it unfreezes. If you keep moving the mouse video plays fine.

Firefox/youtube works just fine.

Machine is a 2017 iMac, 5k 27", 4.2 i7, Radeon Pro 580
