I am aware of this. But I work for a government agency, who has not released 4.6 or 4.7. I am looking for a way around this, so I won’t be forever locked into Mojave.

But to download it you must have have both a Log In and Service Contract.

I've seen it, the problem is - you need to have a login or service contract...

The updates aren't free. Anyone who does have the new version shouldn't be sharing it as it'd constitute piracy.
Also, the updates to the client are often tied to the software that's running on the VPN hardware, so updating the client might break connectivity.
