I wanted to know if it's risky to remove all the keys from the keyboard to clean it

the MBP is QWERTY and I want to change it to AZERTY, is the keyboard version linked with the software or the serial number ?

You can select the keyboard layout you prefer in the System Settings (in Ventura) or System Preferences (in Monterey or earlier). The macOS on all Macs, regardless of which country they were purchased in, contain all the world's keyboard layouts.
