clean install and re-locking iphone 2G

There isnt anything I need from jailbreak or unlocking anymore but I want to make sure that if I do a clean install of 3.1 and relock the phone that I will be able to get push notifications and that I will not have to activate through att again? ( I have my data blocked and dropped the data plan, so I dont want them adding data) thanks

If you don't activate through AT&T with a sim card push most likely/won't work.

it's been activated in the past. I am just wondering if I do a clean install will it work like normal if i put my sim in or will it require me to activate it for some reason, meaning I would have to unlock again because I dont want data
