It doesn't exist on non-jailbroken devices. Clearing caches results in poorer performance until the cache is rebuilt. They exist for a purpose. If you must clear it, delete and reinstall the app.

but facebook is using 600mb cache ,my device is unjailbroken

Then remove the app and reinstall it. You'll be wasting data when it will have to redownload all the media that it shows you. iOS will clean it once the free disk space reaches a certain threshold. When that happens, the icon will be greyed out and it will be showing "Cleaning".
