Cleared notifications do not clear icon badges?

If I have a notification and clear it via Notification Center the app icon still has a badge on it. This seems very strange.

Is this intended behavior?

Yes it is but you can turn of the badges in the settings if it bothers you, you will then only get the notifications and no badges on the app.
