I upgraded from a 7 to an XS and the timer volume is too low.

I have double checked Settings->Sound & Haptics->Ringer & Alerts Volume and it’s all the way up.

Previewing timer or alarm sounds works fine at full volume but when a timer goes off it’s too quiet.

Never any issues on my 7 with this.

Any ideas on where to set that volume or is this a bug with the XS?

Figured it out. When you are holding the phone looking at it when the alarm or timer goes off it lowers the volume. You can even let the alarm go off when not holding the phone and then when you pick it up it lowers the volume.

I believe that was one of the "attention aware" type of features that was introduced with iPhone X.

Precisely this. Meant to not blast you with volume if you have the device right in front of your face. System sounds (alarms, calls, notification) will be dimmed if the phone is vertical and your face is detected.
