is there a setting where you can select a certain program to quit (like windows) not just close, when you hit the top left X?
 
no, apps where it can be useful to have windows closed while the app is open (e.g. safari / itunes) need to be quit (get used to command key and q) this is useful if ya wanna listen to music with out an open window or dl etc, its the programmers discretion
 
Some apps do close when you close the window, but most don't. You probably wouldn't want to anyway as it prevents you accidentally closing a program.
 
It takes a while to get used to, but the Mac way is really better, and you will love it :)
 
okay here is the reasoning...

single windowed apps close on the red x, multi-windowed apps close only the open window.

command+q will quit apps though. command+w will close the foremost window
