Check out the CNet reviews. I believe they have some framerates for COD4 in one of them.

Hmm. I didn't see the benchmarks for cod there.

MW2 runs at 30FPS+ (theres a youtube vid based on MW2 and Black Ops somewhere), so CoD 4 should be fine.
